Estonian Prime Minister Juhan Parts answers journalists questions 21 March 2005 in Tallin. Estonian Prime Minister Juhan Parts announced today he will stand down and dissolve the government after parliament passed a vote of no confidence in Justice Minister Ken-Marti Vaher over a controversial anti-graft plan. "The vote has shown that the time for this government is over. I have decided to step down at Thursday-s government session," Parts told parliament after 54 lawmakers in the 101-seat body voted the justice minister out of office. There were no votes against and no abstentions in the vote of no confidence in Vaher, who had proposed a controversial anti-graft plan which sets targets for the number of civil servants to be taken to court per year on corruption charges.
