(FILES) A file picture taken 18 October 1999 shows Chechen rebel warlord Shamil Basayev. Basayev claimed responsibility Friday for the massive power outage that plunged the Russian capital into chaos earlier this week, in a statement published on a website close to Chechen seperatists.
"On May 24 and 25 Mujahedin sabotage groups successfully conducted a special operation in Moscow and the surrounding region, causing a major breakdown in the power system" said a statement from Basayev, sent by email to the news agency Kavkazcenter.com. AFP PHOTO
