This photo released by the Presidential Palace shows Taiwanese President Chen Shui-bian (R) accepting an invitation to attend the APEC summit in South Korea from APEC official Kim Joong Hoon during a meeting at the Presidential Palace in Taipei, 22 July 2005. Chen said he wants to attend the major economic summit in Busan, South Korea, in November, so he can meet with Chinese leader Hu Jintao and "write history." In the past Taiwan has sent prominent academics or economic officials to represent it at APEC summits, because China traditionally blocks the island-s president from attending international conclaves, insisting that it shouldn-t be treated as a sovereign state.
