Contractors rebuild the Daiquiri Deli in the French Quarter in New Orleans 17 September 2005. The head of relief operations for the hurricane Katrina disaster warned that people coming back to New Orleans faced serious hazards and health risks and urged them to consider delaying their return. In a statement issued just two days before tens of thousands of residents will be allowed to return to the city-s least-hit districts, Admiral Thad Allen appeared to suggest that the city-s schedule for getting people back into their homes may be overly ambitious.
