A growing number of big Russian companies are moving headquarters from Moscow and other cities to Saint Petersburg in what could give new economic, and political, clout to the former imperial capital and home town of President Vladimir Putin. Gazprom chairman Alexei Miller, himself a native of Saint Petersburg, told the city-s governor, Valentina Matviyenko, that Sibneft would soon start paying its taxes there, instead of in the Siberian city of Omsk, where it was previously incorporated.
