Former elections official Virgilio Garcillano (C) talks to his lawyers during a hearing in Congress in Manila, 07 December 2005 on allegations that he connived with Philippine President Gloria Arroyo to cheat her way to victory in the May 2004 elections. In his congressional appearance, Garcillano denied that Arroyo asked him to cheat, reiterating that she only inquired as to why her lead in the vote tally was shrinking.
