Russian President Vladimir Putin speaks during a meeting in the Moscow Kremlin, 07 December 2005. US Secretary of State Condoleezza Rice, who is on a five-day European trip, delivered Wednesday a rebuke to Putin over a new law regulating non-governmental organizations she said infringes on democracy. The bill on noncommercial organizations, which has been approved by the Kremlin-controlled Duma in the first of three required readings, would require local branches of foreign NGOs to reregister as de-facto Russian entities, subject to stricter financial and legal restrictions.
