CUBA-COLOMBIA-ELN-PEACE TALKS-RESTREPO
The head of the Colombian delegation, peace commissioner Luis Carlos Restrepo, delivers a speech during the opening of peace talks with the Colombian rebel group National Liberation Army (ELN in Spanish) at a hotel in Havana, 16 December 2005. The talks were made possible by President Alvaro Uribe-s decision to drop his precondition for an ELN ceasefire, and the ELN-s concession to negotiate with a president they accuse of being a "paramilitary."
