PHILIPPINES-POLITICS-ARROYO
President Gloria Arroyo proclaimed a state of national emergency in a live television address in the Malacanang palace in Manila 24 February 2006 after arresting key military officers for an alleged plot to topple her government. After issuing the written proclamation, Arroyo declared in a televised address that she had crushed a coup attempt and appealed for calm and support from the public. AFP PHOTO (EDITORIAL USE ONLY)
