Palestinian youths wounded in the conflict with Israel burn tires during a protest to demand more help from the Palestinian Authority in front of the Palestinian parliament building in Gaza city 04 March 2006. Israeli Foreign Minister Tzipi Livni repeated 01 March in Vienna that her country would not transfer money owed to the Palestinian authority despite such a move by the European Union (EU). On February 27, EU Foreign Affairs Commissioner Benita Ferrero-Waldner told Israel it should transfer to Palestinians some 50 million dollars (42 million euros) of taxes per month due to them, after EU foreign ministers agreed the European Commission should unfreeze 120 million euros in aid to Palestinians.
