U.S. Representative Marsha Blackburn from Tennessee, has breakfast with U.S. troops during a visit to the U.S. embassy in the heavily fortified Green Zone in Baghdad, 25 June, 2006. US ambassador Zalmay Khalilzad urged Iraqi insurgents to lay down their weapons and embrace a reconciliation plan unveiled by Prime Minister Nuri al-Maliki. Khalilzad made the offer to rebels despite the fact that Maliki-s 24-point plan only includes an amnesty to detainees held in US and Iraqi prisons who have committed no crimes.
