US-KATRINA ANNIVERSARY-NOLA-NATIONAL GUARD
New Orleans Police subdue a man who refused to cooperate when he was asked to step out of his car and who was found to have a knife in the front seat, at the scene of a house fire in New Orleans East, 06 July 2006. Ever since Hurricane Katrina, the New Orleans Police Department has been short-staff, under-funded and heavily-stressed, leading Louisiana Governor Kathleen Blanco to send National Guard military police to help with maintaining law and order in the city.
