Six months after taking office, Hamas foreign minister Mahmud Zahar emerged from his makeshift Gaza City headquarters and boasted of his government's accomplishments. The Hamas government has faced long odds. With the United States and EU enforcing a tough aid boycott, and Israel withholding hundreds of millions of dollars in taxes owed to the Palestinian Authority, there has simply been no money for Hamas to govern with. The Palestinian parliament hasn't passed a single law. Twenty-one ministers are in jail. Those that haven't been arrested can scarcely govern as they move their ministry's offices week to week to avoid Israeli air strikes. AFP PHOTO/MAHMUD HAMS
