KENYA-BRITAIN-ENVIRONMENT-MILLIGAN
A Turkana woman queues for water at an NGO funded borehole 13 November 2006 at Lodwar, some 500 kilometres northeast of Nairobi, where water has become a scarcity. Britain's Environment Minister David Milligan toured Lodwar to witness some of the effects of climate change. Milligan is in Kenya for the ongoing UN Framework Conference on Climate Change taking place in Nairobi against a backdrop of global climate deterioration whose excesses of rain and dry spells have created flood and drought catastrophies in Africa.
