BOLIVIA-MORALES
Bolivian President Evo Morales talks during a press conference, 15 December 2006, at the presidential Palace in La Paz. The governor of Santa Cruz, and civilian leaders gathered in an open meeting aimed at pushing for greater regional autonomy and at boosting the representation in the national legislature. Santa Cruz,Tarija, Beni and Pando regions, where most of Bolivia's oil and gas resources are located, are clashing with the central government.
