Chinese tourists from Anhui Province try to sightsee as heavy smog shrouds the Pudong financial district in what local media reported was one of the heaviest polluted days of the past five years in Shanghai, 19 January 2007. National Economic Reform Commission chief Ma Kai said that China's economic miracle was untenable unless more attention was paid to its people and the environment and he pointed to the continued risk to stability due to the poverty of rural China compared with the booming cities, while the galloping growth was damaging the environment.
