Germany's foreign minister Frank-Walter Steinmeier, whose country currently holds the EU presidency, laughs as he takes off his jacket, under the eyes of European Union foreign policy chief Javier Solana, who loosens his tie, prior their first working session, 30 March 2007 at the Park Hotel in Bremen where 27 EU Foreign ministers take part an informal meeting. European Union foreign ministers meet to discuss how best to achieve the goal of supervised independence for Kosovo, aware that failure could imperil security in the volatile Balkans.
