A line of trucks roll along a dike near Ochten 18 April, bringing in sand to broaden the local dikes. The Netherlands unveiled a plan 18 April to prevent a repeat of February's flooding, which forced some 250.000 people from their homes. The plan is to repair and reinforce nearly 150 kilometers (some 93 miles) of the most fragile dikes along three Rhine tributaries, the Waal, the Lek and the Ijssel rivers, by the end of 1996.
