Israeli Foreign Minister Tzipi Livni (L) gives a press conference with German counterpart Frank-Walter Steimeier (C) and EU commissionner fo External Relations and European Neighbourhood Policy Benita Ferrero-Waldner(R) during a general affairs and external relations council meeting at the EU heaquarters, 18 June 2007 in Luxembourg. EU foreign policy chief Javier Solana urged Israeli Foreign Minister Tzipi Livni on Monday to resume tax payments to the Palestinian government and allow free movement for West Bank residents.
