China's environment watchdog said 30 July 2007 it will make it harder for heavy energy-consuming and highly polluting industries to borrow money from banks. While China has set goals of reducing energy consumption per unit of gross domestic product by 20 percent and cutting emissions of pollutants by 10 percent from level by 2010, the job looks increasingly tough as high energy-consuming firms grew by 20.1 percent in the first half of 2007 after air emission and water pollutants rose by two percent in 2006.
