Britain confirmed a second outbreak of foot and mouth disease Tuesday as fears grew that virus may have spread further after a suspected leak of virus from a research centre. Despite concerns over a repeat of the catastrophic 2001 foot and mouth bout which crippled much of the countryside, ministers are insisting that the situation is under control.
