The Palestinian flag flutters as a security officer stands guard outside the office of palestinian prime minister Salam Fayyad in the West bank city of Ramallah, as an US congress member pays a visit 09 August 2007. Palestinian president Mahmud Abbas insisted there would be no dialogue with Hamas until the Islamists return Gaza to his legitimate authority after seizing the territory in June. Abbas fired Hamas premier Ismail Haniya and the rest of a unity cabinet after the Islamists' takeover of Gaza June 15th.
