US-SOCIETY-HOMELESS
Pigeons feed as a homeless person looks in a trash can along Wall Street where the homeless have waken up before dawn to dismantle their beds and encampments before businesses open 12 October 2007 in the Skid Row area of Los Angeles, California. City officials recently settled a 2003 lawsuit brought by advocates for homeless residents who complained of being arrested for sleeping on sidewalks, despite having nowhere else to go. Under the new deal, people can sleep on Los Angeles sidewalks between 9pm to 6am local, as long as they do not block doorways or driveways, or completely block the sidewalk. Figures released by the Los Angeles Homeless Services Authority showed that there were 40,144 people living on the streets of the city out of a population of around four million. Los Angeles is considered the homeless capital of the US. David McNew/Getty Images/AFP =FOR NEWSPAPER, INTERNET, TELCOS AND TELEVISION USE ONLY=
