UGANDA-COMMONWEALTH-SUMMIT-BROWN LISTENS

The summit was opened in the presence of Britain's Queen Elizabeth II and heads of state and government from most of the 53 member states. "Our Commonwealth theme over the whole of this year is respecting difference and promoting understanding," said the monarch, who has headed the organization of mostly former British colonies since her accession to the throne in 1952.
