Outgoing Armenian President Robert Kocharian speaks at a press conference in Yerevan on March 20, 2008. Kocharian said a state of emergency imposed after clashes in Yerevan earlier this month will be lifted but a ban on demonstrations will remain in place. "Today is the last day of the state of emergency in Yerevan.
