Manila residents buy cheap government subsidized rice at a Manila market on April 16, 2008. Philippine authorities intensified efforts to stave off a crisis over soaring food prices, declaring war on rice hoarders and appealing to the United States to help boost government stocks. The moves by Manila came after the World Bank warned that a doubling of food prices over the past three years could push 100 million people in developing countries further into poverty, urging rich nations to help tackle the issue.
