(FILES) A file picture dated February 4, 2003 shows Izzat Ibrahim al-Duri, the former deputy to executed Iraqi dictator Saddam Hussein and the highest ranking official of Iraq's Revolution Command Council in Saddam's fallen regime still on the run, during a military parade in the northern city of Mosul.
