(FILES) This photograph taken 01 April 1995 shows an aerial view of a concrete structure which the Philippine military has identified as a Vietnamese fortification built on South Reef, one of the many islets, shoals and reefs located in the disputed Spratly Islands. Vietnam brushed off angry protests from its Asian neighbors and insisted 20 April 2004 that its inaugural boat tour to military outposts in the disputed Spratly Islands was "normal". China, Taiwan and the Philippines, three of the six claimants to the disputed South China Sea archipelago, opposed the boat tour after a boatload of Vietnamese tourists set sail 19 April 2004 on a maiden voyage to Hanoi-s military outposts in the Spratly Islands.
