Basque regional president Juan Jose Ibarretxe (C) is flanked by his government advisers Javier Madrazo (L) and Joseba Azkarraga (R) as they arrive at the Basque regional Parliament to present their proposal for a non binding referendum to take place on October 25, 2008, In Vitoria, north of Spain on May 29, 2008. The Socialist government in Madrid, which has repeatedly rejected the poll as illegal, immediately announced it would take the issue before the Constitutional Court.
