German Chancellor Angela Merkel plugs an electrical cable into an electric Smart car as President of the German Automobile Industry Association (Verband der Automobilindustrie) Matthias Wissmann (R) looks on during a function to launch the E-Mobility Berlin project in Berlin September 5, 2008.
