LATVIA-NATO-ZATLERS-SCHEEFFER

Scheffer is to hold talks with foreign ministers from the Baltic states, amid growing concern there about Russia's actions in Georgia. Scheffer will also watch over a NATO naval exercise "Open Spirit 2008."
