This September 12, 2008 NOAA satellite handout photo shows Hurricane Ike located southeast of Galveston, Texas. A strengthening Hurricane Ike bore down on Houston September 12, forcing hundreds of thousands to flee and sparking a dire warning that those remaining in low-lying areas "face certain death." "All neighborhoods and possibly entire coastal communities will be inundated during the period of peak storm tide," the National Hurricane Center said, referring to land along the Galveston Bay. "Persons not heeding evacuation orders in single family, one- or two-story homes will face certain death," it said, warning of massive waves that would rapidly engulf such structures.
