FRANCE-GERMANY-EU-SARKOZY-MERKEL
French Foreign affairs minister Bernard Kouchner (L) and his German counterpart Frank-Walter Steimeier (R) leave the Elysee palace after a meeting with French president Nicolas Sarkozy and German chancellor Angela Merkel, on November 24, 2008 in Paris. The meeting, which included ministers from both countries, was one of the regular mini-summits between French and German leaders but Sarkozy was set to use it to try to overcome Merkel's reluctance to back the continent-wide plan.
