Czech Finance Minister Miroslav Kalousek (R) talks French Finance Minister Christine Lagarde on January 20, 2009 before the start of a meeting of economy and finance ministers at EU headquarters in Brussels. The European Union's thriftiest finance ministers sought to rally their EU counterparts behind the cause of budget discipline as government deficits swell in the face of recession. Facing one of the worst recessions of the post-war period, EU governments are plowing billions into their economies as tax revenues dwindle in response to slumping economic activity, causing gaps in their budgets to balloon.
