European Commission Chairman Jose Manuel Barroso (R)outstretches his hand to French Prime Minister Francois Fillon during a press conference on Febuary 12, 2009 after a working lunch at the European Commission headquarters in Brussels. Fillon insisted on Thursday that France's plan to bailout its struggling car makers was in line with European Union competition rules. The European Commission, which has yet to give the loan its approval, warned Tuesday that the plan might break European Union laws against protectionism, amid sniping from the Czech Republic, Slovakia and German industry.
