The incumbent Basque Nationalist Party won the most seats in a regional election in Spain today, but failed to secure an outright majority, final official results showed. The PNV, which has ruled the region since 1980, captured 30 seats in the 75-seat Basque parliament compared to 24 seats for the local branch of Prime Minister Jose Luis Rodriguez Zapatero's Socialist Party, the Basque regional government said.
