Former Spanish Economy and Finance Minister Pedro Solbes (R) handovers the Minister's briefcase to newly appointed New Second deputy prime minister and Economy and Finance Minister Elena Salgado (L) during her inauguration on April 8, 2009 in Madrid. Prime Minister Jose Luis Rodriguez Zapatero replaced his economy minister in a reshuffle seen as a bid to boost his government's flagging support amid Spain's worst recession in a generation. Pedro Solbes, a European commissioner between 1999 and 2004, was replaced by Elena Salgado, the minister for public administration, in the long-awaited reshuffle and will leave the government.
