Spanish Interior Minister Alfredo Perez Rubalcaba (L) and newly appointed Helath and Social Affairs Trinidad Jimenez (R) arrive at the Moncloa Palace for a cabinet meeting on April 8, 2009 in Madrid. Prime Minister Jose Luis Rodriguez Zapatero replaced his economy minister in a reshuffle seen as a bid to boost his government's flagging support amid Spain's worst recession in a generation. Pedro Solbes, a European commissioner between 1999 and 2004, was replaced by Elena Salgado, the minister for public administration, in the long-awaited reshuffle and will leave the government.
