BRITAIN-LAOS-POLITICS-DIPLOMACY
A handout picture obtained on May 7, 2009 from the Foreign and Commonwealth Office (FCO) shows British Foreign Secretary David Miliband (R) and Deputy Prime Minister of Laos Dr Thongloun Sisoulith (L) signing the Prisoner Transfer Agreement between the United Kingdom and Laos in London. Dawn Butler, a British Member of Parliament for Brent in London, handed over a letter to a policeman outside 10 Downing Street on Thursday calling for British Prime Minister Gordon Brown's intervention in the case of Briton Samantha Orabator's detention in a jail in Laos. Orobator, who is pregnant, was detained in August after allegedly being caught with 680 grams (1.5 pounds) of heroin while trying to board a plane to Thailand. Normally anyone found in Laos with over 500 grams of heroin faces the death penalty. AFP PHOTO/Foreign and Commonwealth Office/HANDOUT NO SALES/RESTRICTED TO EDITORIAL USE/GETTY OUT
