Luis Eduardo Garzon, who became the first-ever leftist mayor of Bogota, addresses his supporters in Colombia's capital city, 26 October 2003. Garzon, a former union leader and ex-presidential candidate, was elected Mayor of Bogota, as Colombians voted Sunday for new leaders in the capital and other cities a day after a violence-marred referendum in which a reform plan backed by President Alvaro Uribe appeared to fail. The election of Garzon deals yet another blow to the standing of the country's centrist president famed for his hard-line attitude toward rebels and is likely to dramatically change the country's political dynamics.
