NEW YORK - JUNE 02: The polluted Gowanus Canal is seen on June 2, 2009 in the Brooklyn borough of New York City. The Gowanus Canal is bounded by several Brooklyn communities including Park Slope, Cobble Hill, Carroll Gardens and Red Hook. The canal, which was completed in 1869, has been polluted for decades, resulting in one of the nation's most extensively contaminated bodies of water. The EPA has proposed adding the Gowanus Canal to the Agency's Superfund National Priorities List (NPL), setting off a debate over its future, as some residents and politicians believe the stigma of a superfund will drive down real estate rates and scare off investors.
