(FILES) Fighters for the Movement for the Emancipation of the Niger Delta (MEND) raise their riffles to celebrate news of a successful operation by their colleagues against the Nigerian army in the Niger Delta on September 17, 2008. Nigerian President Umaru Yar'Adua on June 25, 2009 gave militants in the oil-rich Niger Delta 60 days to accept an amnesty offer in a bid to halt attacks on international oil companies. "I hereby grant amnesty and unconditional pardon to all persons who have directly or indirectly participated in the commission of offences associated with militant activities in the Niger Delta," Yar'Adua said.
