Bavaria's State Premier Horst Seehofer (R, CSU) appoints former German Finance Minister Theo Waigel (L, CSU) to CSU honorary chairman and hands him the certificate of appointment during the Christian Social Union (CSU) party congress on July 18, 2009 in Nuremberg, southern Germany.
