North Korea has agreed to resume cross-border tours for South Koreans, ease border controls and allow more family reunions one day after a meeting in Pyongyang between North Korean leader Kim Jong-Il and Hyun Jung-Eun. The North separately announced it has ordered its army and people on special alert as US and South Korean troops begin their exercise, and vowed to respond to any military provocation with a nuclear attack.
