LIBYA-POLITICS-ANNIVERSARY-KADHAFI
The Libyan oil tanker Intisar (Arabic for Victory) docks in Tripoli's commercial port on August 28, 2009, ahead of celebrations of the 40th anniversary of Libyan leader Moamer Kadhafi's seizure of power in 1969. The celebrations on September 1 pose a diplomatic bind for European states keen to deepen economic ties with his oil-rich country but loath to lavish attention on the former international pariah.
