This undated picture, released from North Korea's official Korean Central News Agency on September 3, 2009 shows North Korean leader Kim Jong Il (C) inspecting the Kyongsong Insulator Factory at Kyongsong county in Hamgyongpukdo province. The North recently announced its willingness to restart tourist trips and family reunions for South Koreans. It said also that it was lifting tough restrictions on border crossings imposed last December as ties with Seoul went into deep freeze.
