EU-CONSTITUTION-BERLUSCONI-BRUSSELS
Italian Prime minister Silvio Berlusconi, arrives at the European Union-s headquarters in Brussels 11 December 2003, a day before the European Summit. Berlusconi said Thursday he hopes that a "miracle" will help secure a deal at an EU summit this weekend facing a fierce row over voting rights. The summit starting Friday is the climax of a two-year constitution-making process, with an intergovernmental conference (IGC) trying for the last two months to hammer out the deal.
