Northern Ireland's Deputy First Minister Martin McGuinness arrives in Downing Street, in central London, on October 6, 2009. Gordon Brown was on Tuesday making another attempt to secure a deal to devolve responsibility for policing and justice in Northern Ireland to Stormont.
