The Chairman of the Czech Constitutional Court, Pavel Rychetsky (C), delivers a speech during a hearing on the European Union's Lisbon treaty in Brno November 3 2009. The Czech Republic's Constitutional Court on November 3, 2009 ruled that the European Union's reform treaty is legal, clearing the the final hurdle to it becoming law throughout the 27-nation bloc.
