Indian customers buy mutton at a meat market in Bangalore on February 26, 2010 as Finanace Minister Pranab Mukherjee presents the national Union Budget to parliament. Prices of pulses, vegetables and sugar continues to remail high while foodgrain output is declining on the back of the worse monsoon in three decades. Mukherjee is expected to take the first steps toward re-embracing fiscal discipline when he presents the budget by laying out a roadmap for cutting the public deficit, which is now at a 16-year high.
